Once again NOFX does what they do best - expose the regime in a series of funny and witty anecdotes.

You'll hear many references in Franco Un-American, from well known punk bands (Reagan youth, Public Enemy) to people who are symbols of modern leftist/socialist/anarchist struggle: Naom Chomsky and Howard Zinn.

Despite the funny atmosphere this is one of the more serious political songs NOFX did.
What it actually means is for you to decide.
